BKKBN, Ready to Lead Efforts to Accelerate Stunting Reduction

Chairperson of BKKBN Dr. (HC) dr. Hasto Wardoyo, Sp. OG (K) in his report expressed that, “Using updated and accountable technical data, BKKBN will enhance its focus on grass root organizations. In 2021, BKKBN is ready to carry out a nation-wide Family Data Collection simultaneously across Indonesia. The micro data will inform our operational interventions and assure that our programs can be delivered quickly and accurately to the population that need them.”

During a Limited Meeting on Stunting Reduction Acceleration Program on 25 January 2021, and following the president’s instruction, BKKBN received a mandate and was entrusted to be the Lead Agency of the said program. “BKBBN is ready to coordinate stunting reduction efforts by cooperating with different ministries/institutions, sectors, and national and local government, including village administrations. BKKBN is also ready to mobilize its 13,734 field officers and 1 million volunteers across villages to meet stunting reduction target of 14% by 2024,” said Hasto.

According to the results of the 2020 Population Census, Indonesia has a population of 270.2 million people until 2020. This size of population increased by 32.56 million compared to the 2010 Census with a population growth rate of 1.25% in the last decade. This result alone indicates that the Family Development, Population, and Family Planning program (Pembangunan Keluarga, Kependudukan, and Keluarga Berencana, or abbreviated as Bangga Kencana) has successfully brought down the growth rate from 1.49% per year in the period 2000-2010.

For 2021, the government has set a series of strategic targets for Bangga Kencana, namely: reducing the total fertility rate (TFR) to 2.24 per woman of reproductive age (WRA) and age specific fertility rate in the adolescent age group of 15-19 years old to 24 births per 1000 WRA ages 15-19 years old; increasing the modern contraceptive prevalence rate (mCPR) to 62.16 per cent; reducing the rate of unmet need to 8.30 per cent; raising the median age at first marriage for women to 22 years old; and increasing the Family Development Index Score to 55.

“BKKBN has and is carrying out transformation measures. These include the rebranding of BKBBN, in which we have introduced four major changes to our organization to meet public expectations. First, we have changed our logo; our tagline from ‘2 anak cukup’ (2 is enough) to ‘berencana itu keren’ (‘planning is cool’) and ‘2 anak lebih sehat’ (2 kids, healthier family); our family planning song arrangement and jingle; and our program name from Population, Family Planning and Family Development or KKBPK to Bangga Kencana. Second, we have modified the Kampung Keluarga Berencana (Family Planning Village) concept to Kampung Keluarga Berkualitas (Healthy Family Village). Third, we diversify the tasks of our field officers. From typically providing mentoring, they are now also responsible for distributing pills and condoms. Fourth, we intend to improve family planning services by providing contraceptives that are on demand and convenient for acceptors.”

“BKKBN has also designed the architecture to accelerate measures to prevent stunting at birth at the source of the problem and has come up with five strategies: addressing stunting at birth potential, focusing on first 1000 days of life, strengthening data base of stunting interventions and monitoring, promoting and formalizing community engagement, and building partnerships to reduce stunting. These five strategies are broken down to 12 priority actions,” Hasto elaborated.

This year’s coordination meeting was themed “Improving Efforts and Strategies to Accelerate Bangga Kencana Implementation through Cross-Sector Collaboration Amid the Covid-19 Pandemic.” The meeting mixed online/virtual and offline interactions to prevent Covid-19 transmission. This meeting was attended by all civil servants under BKKBN, at central and provincial levels, field officers, provincial and regency/city governments, professional organizations, international counterparts, and civil society organizations.
