Bugel Subdistrict Inaugurated as Center of Excellence of the Quality Family Village Program
On November 30, 2020, the National Population and Family Planning Board (BKKBN) inaugurated Bugel Kapenewon Panjatan Sub-District in Kulonprogo Regency as the
Center of Excellence (CoE) of Quality Family Village. Family planning village, or “Kampung KB”, blends family development, population, and family planning programs as well as other relevant activities. The program is implemented systematically and continuously as part of the daily life of its beneficiaries.
To date, there are 16,000 Kampung KB sites across Indonesia. Establishing Bugel Sub-District as the CoE of Kampung KB represents social engineering efforts based on Pancasila, collaboration, and the nation’s righteous values passed down to generations. These values make up the social capital that drives the growth of healthy, happy families.
The novelty that this model offers is its interface with an environmental mission of turning wastes into a revenue source. Through the program, families are taught to process wastes into valuable items. Not only this initiative promotes clean, healthy environment, it also helps families thrive by giving them a sense of security and convenience through economic development – in turn creating a community of Quality Families.
“To that end, we need to change the mindset of the community in Bugel to make keeping the village’s cleanliness, security, and harmony a habit. On the other hand, we will also facilitate the village’s economic development, as the various micro, small, and medium enterprises in Bugel need assistance,” said Chairperson of BKKBN, Dr. (HC) Hasto Wardoyo, MD, OBGYN during Bugel’s inauguration in the Adikarta Hall of Kulon Progo Regency.
Bugel was selected as the pilot project’s site of ‘Kampung Keluarga Berkualitas’ (Quality Family Village) because of its location near the new Yogyakarta International Airport (YIA), a gateway to Yogyakarta Province. The program is expected to improve Bugel’s cleanliness and sanitation to create a healthy environment and thriving families.
Hasto added that, in line with the mandate from the Indonesian president, BKKBN is tasked to develop healthy families in Indonesia. Using its flagship Family Development, Population, and Family Planning (Bangga Kencana) program, seven best practice themes are incorporated to promote learning of Bangga Kencana implementation. As part of the best practice sharing, Bangga Kencana is open to cultural and knowledge exchange with Kulon Progo as the site of interaction between locals and the international community.
In his remarks, Kulon Progo Regent Sutedjo expected that, following Bugel’s inauguration as a CoE, the village will be more productive, comfortable as a place to live and work, and to overall improve as a community as well as empowered to resolve its issues. “We look forward to seeing an inviting, productive, and thriving community.”
Sutedjo explained that, through the Community Empowerment Office and the Population Control and Family Planning Office of Kulon Progo, his administration has also encouraged community engagement in Bugel using available avenues.
“We have strengthened the capacity of Family Planning Youth Forum (GenRe) as the patron of the Center for Youth Information and Counselling (PIKR),” Sutedjo said.
Bugel CoE was also part of the South-South and Triangular Cooperation (SSTC). Attending the inauguration ceremony were Seychelles Ambassador to Indonesia H.E. Niko Barito, representative of the Governor’s Office of D.I. Yogyakarta, Kulon Progo Regent, and the people of Kulon Progo.
As part of the ceremony, a group of stakeholders – comprising community leaders, security officials, and Bugel’s representatives – read out a declaration of Bugel as a CoE of Quality Family Village.
“We, the people of Bugel Sub-District under Kapanewon Panjatan Kulon Progo Regency, pledge our commitment to use the Kampung KB Center of Excellence to nurture our families as healthy families and to foster our care for the environment for a future generation that promotes sustainability for the welfare of the nation.”
