BKKBN Attains Meritocracy Award as Second Best Agency in Indonesia

Jakarta – The National Population and Family Planning Board (BKKBN) received the Meritocracy Award for its success in implementing the merit system in employee management. In the assessment for the award, BKKBN scored 364.5, in the Excellent category. BKKBN ranked first in the Ministry-Public Institution/non-Ministry-Public Institution category and second nationally after the West Java Provincial Government.

“We are grateful and thankful [for the award]. To implement the merit system within a short time in BKKBN, everyone, especially in the HR bureau, have worked really heard for the past months and year. We have tirelessly improved ourselves so that we can have the system running well, assigning the right man to the right place. We have also transformed structural positions to functional designations.”

“We are grateful that BKKBN ranked first among ministries and public institutions. Nationally, we ranked second after the West Java Province. Let’s stay motivated to accomplish greater things in the future,” said Chairperson of BKKBN Dr. (HC). dr. Hasto Wardoyo, Sp.OG (K) during the press conference of the Opening of Technical Coordination Meeting on Bangga Kencana Program Partnership at the BKKBN Head Office in Jakarta, Friday (29/01/2021).

On Thursday (28/01), the Meritocracy Award ceremony took place at Bidakara Hotel, South Jakarta. Vice President of Indonesia Ma’ruf Amin joined online to open the ceremony. Principal Secretary of BKKBN Drs. Tavip Agus Rayanto, M.Si attended the ceremony on behalf of BKKBN Chairperson. He received the award handed in person by the Minister of Administrative and Bureaucratic Reform of Indonesia H. Tjahjo Kumolo, SH and Chairperson of State Civil Apparatus Commission (KASN) Prof. Agus Pramusinto, MDA.

In his remarks, Prof. Pramusinto expressed that, “The success of government agencies in their merit system implementation that resulted in Good and Excellent assessment was the fruit of everyone’s hard work in making their employee management better. It’s also the result of your commitment to continued coordination and collaboration with KASN to put the merit system in place.”

As a policy and employee management system, the merit system emphasizes on an individual’s qualification, competencies, and performance – all assessed in a fair and reasonable manner without discrimination. The Meritocracy Award considers eight aspects, namely: needs planning, recruitment, career development, promotion and transfer, performance management, remuneration, rewards and disciplinary actions, protection and services, and information system.

Elaborating on BKKBN’s merit system, Drs. Rayanto from BKKBN explained that, “The Meritocracy Award is conferred to agencies that adhere to the State Civil Apparatus Law. Recruitment, assignment, development, transfer, and retirement is a cycle governed within the law. The merit system also recognizes the ‘nine-box’ talent matrix, which identifies an employee’s current position and potential for career progression. We collect information on a person’s performance and score, and make appropriate decisions, such as promotion, based on the score.”

“BKKBN has a large number of civil servants. Our homework now is to make sure they are all assessed using the nine-box matrix. In the future, a succession should no longer go through a bidding process, although still monitored by KASN. We don’t want subjectivity or political intervention to get in the way of administrative reform,” concluded Drs. Rayanto (Humas/TSR)
